Help with Dancer and Followers (some Change spoilers)

So I'm still fairly new to the game, but my Dancer playthrough so far has gone well, I think. I've got the Viper skin, an upgraded contract at the club, funds and dread and fascination and adversaries under control... the one thing I don't have is an actual cult.

I've never been able to find a follower. I got two contacts from dancing, but whenever I tried to talk to them they said they needed a private place - I couldn't do anything. Now they have expired and the cards seem useless.

But I need to start an expedition to progress with the Change, and I have no followers to send.

Any help? What was the incredibly obvious thing that I missed?
