-most of the work had already been done, so less ressources were put into it
-the ones who buy mobile games are used to free to play or really cheap games, had it been 20$ on the Google play store, I don't think anyone would have bothered apart from the hardcore fans
-the client base might be bigger on the mobile market, so they would draw their margins by selling more there
As for whether you made a bad decision or not it up to you, on steam, you have the full version of the game with its DLCs. You also have (a few) mods available etc... So yeah, I hope you've got a clearer idea now

Also even if it has reasons to be cheaper isn't a bit scummy that the pc version costs almost thrice as much as the mobile version. In a way your paying £10 for nothing.
but seriously, even though it IS technically the same game and it does look good, but PC version has a much faster framerate and better visuals overall.
Plus, like the other guy said - the IOS (mobile) versions don't currently have 'the dancer' dlc or the newer 'priest' dlc....the dancer dlc will be added on later for an additional IAP fee...which I'm totally fine with as this game is awesome and I would have paid upwards of $15 on IOS for it.
To answer you one question: yes, they are planning on bringing the dlc over to mobile as separate IAP. I spoke directly with the dev on this. They even already added all the achievements for 'the dancer' in Game Center and while playing the game you see a lot of things that reference the dancer gameplay (they just haven't unlocked the ability to start the actual dancer gameplay yet). But it's coming, and the Priest dlc will come a little after as well.
