Please stop spreading false information. Don't beileve me? Do some research on google about this command, or even better, go through the EXACT same scenario in this game and compare with and without this command and you will see there is no difference.
I tried with and without the startup parameters on an 8 core i7-6700k. Before and after it showed using all 8 cores and 40% CPU while playing the game. So unfortunately for this game, it doesn't help.
After fixed 120fps at 3840x2160
ALso used sli bits 0x080000f1 on AFR
Nice gpu scalling with 2x GTX 1080Ti
