The Devs answer to this questions was very vague somethign along the lines of "We haven't announced any cross-play functionality yet." So it leave it open as to what they will do.

Corssplay only Xbox - Win 10.

PS4 and Xbox - only Fortnite BR and it's still not done by today if I recall.

You can not do a crossplay with Steam and anything else not even GOG which is royaliti free and PC ...
