Opponent's Actions Triggering Lag Compensation

It's a consistant issue i've been having since the laitest update dropped and at first i thought it was a rampant cheating issue because some games do have a community that's this toxic and some outright encourage that kind of behavior like say Planetside 2 or the Team Fortress concept game asset flip that Blizzard made. After quite a few matches i was teamed up against a group of individuals that i know don't cheat and i got the impression that it wasn't a cheating issue and they're probably having a similar issue.

The issue appears that any, yes ANY action performed in match triggers lag compensation, i hope this gets fixed in the next few updates.
