So how does this game compare to Hisoutensoku?

You might as well compare apples to oranges, they're both fruits that's where the similarities end.

They are both touhou fighting games... and that's about it in terms of similarities.

This one has grab and the sprites are better, the scenary is like youre flying, battletag but I'd rather Hisoutensoku

Well I played Hisoutensoku for the longest time and I was just wondering if wether or not this would be classified "Hisoutensoku 2"

Definitely not Hisoutensoku 2. They are two entirely different beasts beyond being a fighting game and having a lot of projectile attacks.
Just to name a few differences: No deck building (so no moveset changes), no usual FG inputs (quarter circles, etc.) instead you just press a directional and a button for a move, and rather than being on the ground, you're in mid-air and can "jump" up or down a level temporarily.

Also the AI is awful if you liked playing COM matches. Hard difficulty in Antinomy here is about the equivalent of Easy in Hisou from my experience thus far. Antinomy Easy might as well be a training dummy for all it does.

Yeah they are both completely different.

If we wanna engage in which one is better, I'd probably put them both on the same rank.

Still haven't played this game long enough to judge, but I enjoy Hisoutensoku much more. The characters are more diverse in playing styles, and is much more customizable with the plethora of different skill, system, and spell cards to cater to your liking even further. Even as a casual game it's more fun with a variety of spellcards that can result in some unexpected interactions. Only annoying thing about Hisoutensoku was the weather (and mostly just River Mist and Typhoon, and mayybe Diamond Dust and Sunshower).

How come you believe the characters are more diverse? The rest of your points are fair enough but the characters not being diverse? Have you played them all? If anything Id say they are TOO diverse each and everyone of them having a major "gimmick" attached to them is overwhelming.

Besides, the Deck system of soku was purely RNG based like the wheater which would lead to unfair scenarios. This is where AoCF reigns supreme; No stupid RNG anywhere.

This game is good, but not AS good as Hisoutensoku.
No, the deck system of Soku was not pure RNG by far. 20 cards and super tweakable. You can build a stupid deck, or a good deck.
