What is the relation between this game and Monobeno?
Just saw that it shares some characters from Monobeno, is this like a setting that takes place many years after Monobeno?

Nothing really, aside than taking place in a fictional Japan. Sometimes companies make character crossovers for fun and as tribute/promotion of other games. Take unison shift for example (https://vndb.org/p262): if you look at their games, almost all of them "share characters" with some others.
