Yup. That's what I took from it as well. It's actually pretty obvious when you compare the scene at the beginning, when she crosses the road and get this flash "wth was that"? with the flashback scene at the end.
1) At the Zoo why can Missfortune get the ticket seller to leave by lying, shouldn't they simply ignore her like all the other people?
2) Again at the Zoo, what did Mr. Voice expect to happen when Missfortune entered the wolf cage? They seem surprised that the wolf ignored her... but seeing she is already dead what else should it do? Eat her?
3) At the Carnival Mr. Voice instructs the player make "the right choices" so Missfortune has a good time Why the sudden concern for her or is it all part of their "game"?
4) After the Carnival Mr. Voice ceases to interact with or to even acknowledge the player this feels more like the entire plotline just was dropped off and forgotten.
As for the voice - named Morgo, it is a parasitic being from the beyond. It explains that after the Ultra-war, thousands of these beings which were products of the war created a new realm outside of F.R.E.E (the five realms of essential existence) called the beyond. It's a dimension with no logical laws of physics.
They enter the third realm sometimes and lure beings to the beyond with dangerous games. I don't know why they do this but it could be to simply disrupt the flow of the afterlife, probably as a grudge from the war and the way the beyond is treated.
As far as ever other person who sees and interacts with her well likely they are delusions as that is what is suggested in the note. I don't understand a few things however like why is everyone wearing mask because her mom is wearing a mask before she crosses the street. Also she says she has a ghost friend Hiro in her notepad so maybe she is psychic which is why she can hear mr voice. Hiro is saying " Where are you" from what i can translate.
As mentioned in the poster in the shop window the masks are away for people to go about their day without having to fake a smile for people, they can just go about and appear happy when they're not. There seems to be an issue with children going missing in the town so most of the town folk are sad so they're all wearing masks.
