Another fix along with would be also getting windows media feature pack, but that should be already on the windows, unless you're using a hacked custom windows that disabled that, or you installed some "weird" codec packs that messed it up, or you tweaked the settings too much.
If those don't help, you would have to post your specs, at least if you're using a laptop or a pc, in terms does your gpu even support what the game engine wants to do. Mobile gpus are way different from desktop gpus, and much ♥♥♥♥♥♥♥♥ in terms of performance even if they have the same name and cost the same.
FYI just saying, my game won't start, doesn't do anything, even if you mentioned "white screen" or that the game doesn't boot.
I had once an issue with beta version of Division 1, white screen and nothing, went to console to play that there, after some time they fixed whatever the issue was or I had done something to my pc to rectify that issue, as at that time I didn't know about the codec issues.
