In steam controller configuration you need to go to the right stick configuration and under the "Deadzones" section activate a custom deadzone, then enable "Advanced deadzones settings". From here adjust the "Anti-Deadzone" setting to whatever you prefer. I'm using a Dualsense controller so I cranked it up to 7000 which seemed to completely remove all deadzone from the stick to the point where if I leave it go, it remains perfectly still but if I even move it 1mm it will slowly turn. Ymmv.
