It effectively says the opposite: they're not going to bother to remove GFWL if they're going to stop selling the game.
BTW, they're not going to remove GFWL a week before the game is gone from Steam forever.

gfwl has an offline mode, that allows you to play normally and save without being connected, but the multiplayer still works, what they took down was the marketplace store.
dont expect to meet random people playing online(unless its a game like RE5), you should just pair with some friends
