If the game's running that slowly, it sounds like your computer just isn't good enough.
im running an athlon II X3 450 3.2ghz tricore on an M4A88T-M mobo with a XFX radeon R7 260x 2GB GDDR5 video card, 8 GB DDR3 altex preferred crap ram, and a 1TB seagate black 72000rpm mechanical drive.
bascially a hot potato, but never the less a potato running this game at those settings.
be sure to update your video card drivers
if your on a mechanical drive (HDD) and not a solid state (SSD) i suggest a defrag and disk cleanup to tidy things up.
scan for viruses, and other malware with a scanner of your choice.
look into programs like gamebooster and CCleaner or auslogics disk defrag or you know just whatever you think would be of any possible use to you i use them so im just suggesting it.
follow the community guides about D3Doverrider and the rivatuner program to cap frames to reduce problems (i followed the guide but also use the games vsync on top of that, weird i know but it works for me)
i also suggest running a scheduled maintainance to make sure all your essential files are in check, if your running too much clutter and most of your drive is full you might not be running the most optimial conditions and i suggest clearing or backing up some things.
there are a LOT of things to do and dont be afraid to experient with settings, just cause the guide says something specific dont be afraid to step outta the boundaries and come up with your own solution.

it may seem like a lot but ill help you understand what your looking at as best as i possibly can ok?
for starters when you open up CPU-Z copy the info in the "Name" box as well as the "Core Speed" on the bottom left of the screen (if someone would like to whip up some picture tutorials it would be cool too as im lazy lol).
next youll either want to use GPU-Z OR you can click the graphics tab within CPU-Z and like with the CPU you want to copy the "Name" given and the "Core" as well as the "Size" section under memory on the other side of that.
if you are unaware of how much physical memory you have click the SPD tab and scroll through the slots to get some basic info on your physical memory, the important info to pull from here would be "Module Size" and the MHz within the brackets under "max Bandwith" (it should be a 3 digit number followed by MHz)
copy all that info and paste it in this chat and we can get a good look at some of the hardware your operating and decide wether its hardware limitations or if theres something in the background were not aware of.

But I was trying to get an old PS2-style controller to work, which required me to use x360ce to make it read as an Xbox 360 controller.
But, they made a special version of x360ce just for Sonic Generations.
When I used that, not only did my controller behave, but the game stopped being sluggish for me. (except for certain cutscenes, such as the Chemical Plant cutscene, which has a slight audio/video sync issue)
I'm guessing the game was wasting power trying to get the controller to work. And when the special X360ce was used, that freed up more power for the graphics.
