There are some mods to slightly improve performance.
If you only have an integrated GPU (like your Intel HD 520) you will be GPU limited in most cases so try to look up youtube videos of the game with your GPU.
Asking experienced people is a good idea sometimes since the whole CPU and GPU thing can be very confusion but sometimes performance can be hard to judge.
Steam store pages have minimum requirements at the bottom but they aren't always accurate and require some knowledge up your hardware is better or not than the minimum.
If Generations is barely running then you can probably forget about newer 3D sonic games (maybe the colours remaster or the 2d one could be okay).
Keep in mind that you can refund games on steam if they don't run well enough, although not an infinite amount.
