I haven't played the console version so maybe wait for another response.
The PS3 version runs at 30fps and is locked to 720P. While the classic Sonic stages don't suffer too badly from the low framerate, the modern Sonic stages are choppy and borderline unplayable. I know there's a lot of people who defend 30fps and say "it's not so bad", but in a Sonic game, it makes a HUGE difference. I couldn't really get into this game at all on PS3, and I wasn't sure why I didn't really enjoy it. I picked it up on Steam later as part of a Sonic franchise bundle in a winter sale a few years ago, and I wasn't able to put it down. I realized that it was the choppy framerate of the PS3 version that was ruining my experience. Night and day difference on PC.
The PS3 version also suffers from horrible load times. You know how switching between characters in the hub on the PC version only takes 1 second or less? The PS3 version takes almost 30 seconds just to switch characters. Loading a stage can take up to a minute, where the PC version loads a stage in about 5 seconds or so.
I'd suggest trying to run the game at a lower resolution to see if you can get the framerate up. Also disable FXAA and enable triple buffering from your GPU control panel if you have VSync on. As long as you're getting at least 30fps (or preferably more) at a resolution of at least 1280x720, you're still better off than you would be on the PS3 even if it's just for the load times.
The minimal graphics settings are an issue, no such options like texture or model quality.

I'm not sure how much it improves the fps but at least worth a try ;D
btw for me it ran for I think 50fps it ran preety good with no texture issues or game lag DAM the game didnt crash once for me and every game on my PS3 besides it crashed at least twice for me while playing.... not sure if its related though...
