Steam client is not running

So I've had Generations on steam for a while now and only recently has it just refused to play. For the record, I did install mods for it a while back, but I just completely deleted everything and reinstalled the game through steam and it still won't run. Every time it says "steam client is not running" and I have no idea how to fix this,

Try to open steam first, then Sonic Generations.

Restarting steam fixes that sometimes.

Nope. Still not working. For some reason my computer says this game is from Sega *Europe* Limited? So I'm not sure if I somehow downloaded the PAL version of the game miraculously and steam won't let me play it?

Sega Europe does the PC stuff for Sega.
Games don't work with regions like that since PS3/Xbox 360.

Does the error message pop up even if you aren't using mods (including Unleashed Renderer).
Maybe try if the HedgeModManager works instead of SonicGMI.

Okay, the client error is gone, but now it's saying the application can't start correctly. there's an error code thats something like (0xc00007b).

Probably because some runtime library is missing.
Google that error code and you should find some solutions.
