Stage mods dont work ?

I bought sonic generations a few weeks ago and got to finish it , when i went to download the mods , the Cel shading mod was in Sonic GMI however Grand Metropolis wasn't so what's the issue?

it’s ever you didn’t complété actual sonic generations mißion for the mod to work or some mod like cel shading doesn’t work with other mods or the don’t work because grand metropolis mod was all mod that didn’t work for me
