Windows has changed so much that older software frequently doesn't work right anymore.
So, it's not just a case of "Give Steam the CD, and bam, instant game for sale"
Even the actual CD version of heroes requires a few mods and hacks, just to get the thing to work in the first place.
It might be so complicated that it would be eaiser to remake it from scratch.
And that would take a long, long while. ...For minimal return, as they can't guaranteee sales.
