Fullscreen issues + Can i turn off the shadows?

Ok, i have two problems here:

1. When i play Sonic Generations on my PC, the game don't stretch to fullscreen on 1024x768 60hz. I don't tried 70hz and 75hz because my monitor is 60hz. On 1280x720 it goes fullscreen like it should, but my PC can't handle the game at HD. Playing the game in 1024x768 makes the image looks... squeezed, like it was trying to fit in a 4:3 monitor, but the thing is, my new monitor is a widescreen monitor, a Samsung S19E310, and when i had my old LG 4:3 monitor, i went widescreen on this resolution (but with those black bars), so why is this happening now? I noticed some other games does it too, like Tomb Raider 2013, others, like Bioshock (the original version) streetches to widescreen on 1014x768 on this monitor.

2. Can i disable the dinamic shadows?

The configuration Tools is pretty limited in what you can do, and i didn't find any config file to disable the shadows or decrease draw distance/texture quality on background models. I tried the Low End Mod 2.0, it worked fine, but Mods made the game impossible to play because of random freezes, so i switched back to vanilla Generations. Any config file of Regedit modification would do for me.
