That's interesting, if you haven't already, if you take a look at the latest update, you'll see it has a big emphasis on June 24th, maybe something's going to happen on June 24th? Maybe an update that adds some stuff for this Gateway31 mystery? We'll just have to wait and find out.

Last line, with some characters missing, seems to point to the number 6539 and ANNA, but we can't know for sure until we confirm that this was correctly copied.

Formatted a bit sloppily, I admit. I used slashes to separate the letters out and left the original spacing. It says:

It is uncanny that many of the words are used again, it seems beyond coincidence. I'm guessing this is intentional. However, the new words are only "art" and "meat" which doesn't add much to the meaning. Either I got them wrong, which is totally possible, or there is something to it.
I'm still working on it. I think it's definitely possible that they chose a message that can break down into smaller words that have a completely different meaning. I'm going to try and come up with an original message. So far the first line gave me "ate a raw" (O_O).
Do you guys think this could be a reference to the hockey teams in MK? Perhaps the game makers are fans. A windy convergence could possibly refer to a match between the lightning and thunder, which has a logo of lightning and a hammer respectively. The mascot of the lightning is Pucky the bear, a feathered polar bear. He could just be bear waddling above the logo on the ice. Maybe?
EDIT: Just saw another post that has a link to the next game from the studio. As per the official game page, it releases Midsummer Day.

I think the easter egg was just a teaser... fell a bit cheated now since I was really hoping it was something deeper.

Part 8:
“Curious. A windy convergence. What do you see? tell me.” That’s from the Morse code.
So enter: A POLAR, FEATHERED BEAR WADDLES ABOVE THE HAMMER
But there’s more! He answers: “Providence has spoken. Entropy has taken form once more. Complete your task. You have much to see.”
Apparently you have to enter the next answer near the end of the game, which sucks because I don’t want to replay it. But the answer is “Iris.
The Gateway will reply with:
“Don’t worry. Its existance is ony revealed to its chosen. Find milton keynes on a midsummer morning. Find the truth”
On another note... the release date for Simlacra: Pipe Dreams now says Halloween instead of Midsummer Day. Creeepy!
I can confirm this works, I just got the achievement that way.
On a kinda unrelated note the symbol for the achievement is a Chaos Cross[en.wikipedia.org], which is usually taken as a symbol for opposition to order (either social or universal). Since it seems likely that the Iris OS got taken over by the Simulacra (according to the creepy boot sequence we get mid-game) this whole thing might hint towards a group that's aware of the Simulacra's plans for a "perfect world" and has very different plans, although we obviously don't know the reach of either.
How did you manage to get the achievement? I've tried entering Iris just before I make the new Spark profile but it doesn't work, and I've played through to the end waiting for the second question to pop up (the one where it asks what you doubt etc) during the conversation with Simulcra/Anna. Maybe it only works if you don't play the last conversation with Ashley's profile?
