Various performance issues-
To start off, I've read every single thread on this issue and I know this is happening to a lot of people. What I'm getting is lack of responsiveness to keyboard commands a little bit in the first level and horribly in the second. There's also considerable lag around the boss of the second level.

1. I went into task manager and set the priority to "low." That helped some, but by no means fixed the problem.

2. I went into task manager and turned off 2 CPUs worth of affinity. That made the issues worse and introduced more lag.

3. I turned VSync both OFF and ON (through my graphics card properties menu.) Neither made any difference.

4. I adjusted the resolution to go as high as it goes. No difference.

5. I tried it in windowed mode and in fullscreen. Windowed works slightly better.

6. I restarted my computer, did updates, routine maintenance, and virus scanning. No problems found and no difference.

7. I reinstalled the game. No difference, except for the fact that my saves actually saved. Which is nice.

8. I ran it in compatibility mode, Windows XP Service Pack 2. Still lagging.

Anything I haven't tried? I really like this game and would like to be able to play it, but the unresponsive commands and video lag make it literally unwinnable.

I am able to play it flawlessly once I turned broadcasting off. The slight delay when people connect causes lag in the game and everything went out of sync, but once I turned it off the game ran fine.
I also found that vsync turned OFF helped in both the Space Channel 5 config and my video card settings.
I'm not at home but I can double check these settings when I get home and update this.

Okay, now we're getting somewhere. I did what you said and we've got near perfect gameplay... except for the plant boss which has seen no improvement. I know this has been a problem area for a lot of people. Let me know if you have any other ideas.

I have more.

These are the settings that work for me confirmed here.
My video card settings have vertical sync turned OFF, triple buffering is OFF, vsync is OFF in space channel 5 config, and my resolution is 1360x768.

I have no issues with the plant boss. Broadcasting seemed to be the biggest problem for me with this game and sync issues. I thought it was my slow computer.

Oh, I'm sorry. I'm a little new to this.

OS: Windows 7 Home Premium 64-bit
CPU: Intel Core i3 2350M @ 2.30GHz
RAM: 4.00 GB Dual-Channel DDR3
Graphics: Intel HD Graphics Family
Resolution: 1366x768@60Hz

Currently running the game with the following options:
Broadcasting off
Priority set to low
VSync off everywhere

Dont set your priority to low, leave it at normal, I don't do that.

Oh, and what's actually happening now:
Ulala's Dance section works perfectly.
Report 2 mostly fine, but at the boss is very laggy and unresponsive, and the music/video is out of sync.

Alright. I'll try that. I also fixed some registry issues too, just to make sure it isn't my computer that's the main problem.

Progress. Video lag is cut in half, but I've still got responsiveness issues and difficulties keeping the video and audio in sync.

Try increasing priority to high, but at this point I think it's your video card, or lack of one to be precise.

I have a Geforce GT 430 1024MB PCI-E

You said you have some intel HD family built in card.

I've always found onboard video to be crap, maybe it works well with other games for you,but built in cards such as yours might not be good enough for this game.

Yeah this thing does Oblivion/Skyrim really well, surprised me that it has trouble here.
