Report a translation problem
On the other hand why bother? It's only -1 command and governance. It's actually completely ignorable, like most negative traits.
If you keep having rebels spawn in provinces, food shortages, money shortages, etc. then more negative traits come in than if things were running well.
I think all that other stuff is in the green, although the trait isn't crippling I've been looking at the mod editor DAVE to see if I can get the scribes and libraries to extend to adjacent provinces, then a few strategic placements should cover the kingdom.
context:character():has_region() and char_is_governor(context:character()) and context:character():turns_in_own_regions() >10 and not

etc etc etc...
So if I can add a new context that has region_adjacent but I'm not sure if that option exists I need to see a list of contexts that are available.
