I did!
It says English.
I even switched it to french (it downloaded a 350mb file) then back to english (another download)
Nothing!!
I even messaged and friend and asked him to check and see if he can guide me to the language settings. He said there isn't an option.
Then I deleted %temp% and %appdata%. NOTHING! So frusterating!
I've even completely deleted and then re-installed the game.

Do you even have chinese language on your system? Maybe your windows locale is set to chinese and game takes setting from there. You can check this somewhere in Language settings in Control panel in windows (google "change windows locale" to find how to check/change it).
"A:\Program Files (x86)\Steam\steamapps\common\Total War Saga Thrones of Britannia\data\local_en.pack" was somehow surviving the uninstall process. After uninstalling the game, deleting the folder entirely, and wiping the %appdata% folder then reinstalling it seems to have gone back to normal.
