I think you just have ships with your units. Or that's how it worked with my one faction that was viking and I started with. No actual boat recruitment I'd guess for the rest as well.

Move troops out to sea and they use boats. If you do this without using a port you own, you'll lose your movement points. Viking sea kings get bonus at sea, most others (maybe all) suffer sea sickness.

The loss of movement points if you don't use a port, simulates the time taken to construct the boats.

O.M.G, that is really a face palm and has now broken the immersion for me, it would take years to build a naval fleet, but no POOF magic naval fleet is at your disposal, i think CA is starting to look very lazy, auto trade agreements also? somtimes i like to cancel a trade agreement to make a rival poorer, wtf

Auto-trade and no naval building is probably more to keep in line with the limitations of the AI. Face it the AI in TW games can't understand anything that's slightly complicated.

didn't take the Normans years. These boats were not highly complicated to build.
I'm not sure if i'd have preferred a separate navy for the game or not, seems to work better for the AI though.
