No blood and gore?
Just skimmed through some videos and didn't see a single drop of blood.

It allows them to lower the rating on the game to reach a wider audience. Then folks who have to have it can get the DLC.

"to reach a wider audience" as if anyone gives a damn about the rating in 2018. they put it as DLC because people keep buying it and they make money from it, so no reason not to keep doing it, there is no other reason, anything else is just excuses.

No, it is not just excuses. Ratings affect sales enormously. Additionally, different countries have different laws about blood and gore; in Germany (unless they have changed in the past few years) you can't show decapitations and dismemberment in the game without it getting the highest rating. Some countries (like Spain, again unless they have changed their laws recently) won't even allow games with that much gore sold in certain stores. China has laws against showing masses of bodies (though they don't enforce it so much anymore, they DO still exist in a form).

Just because you don't understand how international marketing and ratings work, doesn't mean they are excuses.

Because it was extra time and effort to make these animations. You just expect dozens of hours of work for free? Also, if it were free and downloadable without any constraints, it would basicaly count as a base part of the game, and then censorship laws kick in again.

And it isn't something "that should have been in there from the start", it is an extra option that took them extra time to make. Some of us (probably a whole lot of us) don't give a ♥♥♥♥ about blood and gore. Honestly, even if it were free, I wouldn't bother...because how does that make it a better game?

You've never done any animation or 3D artwork in your life, have you? Yes, making those would take a lot of time. Dozens of man-hours by professionals. Even if they are only using reskins and can re-use all of the old animations, reworking the meshes is a lot of work.

I don't have any proof but i'd bet it was already part of the base game, and then they just cut it out/disable it, wait a few weeks and sell it as an extgra as part of sega's micro dlc plan.
It just looks weird to me. I come from an era where you didn't have to pay extra for something like this.

We came from an era where producing a AAA title cost a few hundred thousand at absolute most, and most were made for well under 100k. Those are bygone days. Industries change. To make enough profit to make a game viable, they have to get their money back in multiple ways. DLC is the single most efficient way of doing this, several times more cost-effective than making expansions, or simply moving onto a new game.
