Adjacent Bonus

There are a bunch of buildings that give bonus to specific income types in adjacent provinces(farming, industry, commerce, etc). I understand what adjacent province is, but I am wondering does the bonus activate in the province itself where the building was built? Seems like it should but description does not seem to say so...

as a basic rule, it will not effect the same province as the building unless it says so.

the game uses a effect scope for each building effect so adjacent regions/provs means only adjacent regions or provs.

e.g the wood building will give a local gold boost but the adjacent region/prov % buff will not affect the region/prov it has been built in.

Actually I tested and at least in case of Cloth and Beach Port buildings bonus applies to the current province as well as the adjacent provinces.
