Got the game to run on Win 7 64 bit
After ♥♥♥♥♥♥♥♥ on some forums, I finally got the game to run. Here's the solution I used:

Another easy solution... Open notepad, leave blank and save as
SystemInformation.xml to the jade empire data folder
(...steam\steamapps\common\jade empire\data) and it will
skip the system configuration for first launch without
the .exe renaming mess...

Can you save? When I try to save my game, all save blocks are empty :S

I can save and the game autosaves as well
I did this and now when i try to start the game, it gives me a glimpse of the configuration screen with an error window over it saying "can not load configuration utility."

Not sure what your doing wrong or if this is a good fix for your system. Make sure you named the file correctly and placed it in the correct folder. (see my original post above) If you did, try another fix in the forums. Somethings work for certain systems and other do not
