Best fix so far, good catch.
Make sure your you have a copy of 'Steam.dll' in your JadeEmpire install folder. You can find the steam.dll in your main steam install folder, for example C:\Steam. Just right click on it and copy. Go to your Jade Empire folder and right click, paste. While you're in the JE folder, make sure you also have 'steam_app_id.txt' in there as well.
If you're getting an error other than "failed to find steam" then post it and i might be able to point you into the right direction. Otherwise, just double check that everything is put where it belongs.
open your steam installed copy of jade empire in windows explorer. right click new 'text document' and name it steam_app_id.txt . Within it, type "7110" (not including quotes). Save it and try the steps above again. Alternatively, verify intergrity cache/reinstall and try to copy/paste the steam.dll again.
If the config app is launched from steam, it crashes on my install as well. If you click on JadeEmpireLauncher.exe and select config, it boots up just fine. I think it's a fair tradeoff as you only need to access config once, and most settings can also a edited through the .ini or in game.
P.S. It will still crash (at least in my case) if you launch the launcher from steam and select config. Open up the launcher.exe from your install folder and then click config and it seems to work. Super strange, but eh.
You're welcome.
