Report a translation problem
Some games do. For example, dragon age origins here on steam does (another bioware game).
It used to be a thing, but isn't common anymore.
But OP, if it does include, the way to check is to go to the game in your library, right click on the game, select manage, and then select "CD Keys." This will only be there if the code is included. (I don't own Jade Empire on steam, so I can't check, sorry).
