(Edit: I have since leveled up multiple times now and have had no issue aside from the inconvenience of having to do this in order to play the game.)
(Edit 2: I have now completed the game, successfully making use of this information.)

Jade Empire Level Up Crash Integrated Graphics Laptop Possible Fix
If anyone has the problem for the level up crash there is a tedious thing that can be tried as an additional fix(only for laptops with integrated graphics).
1)Make game windowed and 640x480 in config.
2)Turn off graphics in Device Manager.
3)Run game,level up should work.
4)Quit game then turn graphics back on and widescreen.
Theory: I believe that the grass in the portrait causes problems with integrated graphics that are resolved once you become aligned good or bad. So you only need to do the above until your portrait background changes.
In JadeEmpire.ini, change D3DAdapter=0 to D3DAdapter=1 and then save.
Edit: Maybe not. I tried it a few times and it worked. I try it again and it doesn't. Weird.
Wouldn't turning off your laptops only graphics card completely screw up your computer?
I don't have the technical knowledge to give a suitable answer. However, I tried the advice and it worked.
One way to do this in Windows 10 is right click desktop > display settings > Graphics Settings > Choose an app to set preference Desktop app (Browse) > Find the Jade Empire executable (Add) > Options > High Performance Nvidia > Save
Hope this gives you an idea of what to do.
Apparently this bug happens due to Intel's graphics conflicting with DirectX9 (meaning only editing the computer's core files can fix this).
