Video Problem

I started playing the game again a few days ago. When I try to put spin on the golf ball the video gets slow and choppy. I tried changing video settings and that didn't help. I have a Radeon 290 video card. I'm hoping somebody reads this and has a solution.

Having sluggish and slow performing engine straight from the menu. It is like it is fine for a split second then freezes for a split second, then is fine again, and it keeps cycling like that making things unworkable. Win1064bit. Ryzen+Polaris
