Police presence in a neighborhood?

I'm noticing now that there's a police badge icon next to the first neighborhood, where I am right now. Earlier it was yellow, then red, and now it's yellow again. I assume it's related to how much my presence is felt by the tenants, but how does it translates, gameplay-wise? Do people get suspicious more easily? Are some security measures active only then? Because I don't think I see anything like patrolling police cars or officers, so I'm curious.

Yeah I kind of answered myself half an hour after posting this, when the police kept tasing me when trying to steal things in 102. Thanks, I'll be more careful in the future lol
