KeyCard Holders not working in Luxury DLC

I was stuck on 704 for the longest time because I could not access the garage without a keycard, the KeyCard holder does not work, the Interact key only shows when I look at it through Binoculars

You need to equip the keycard duplicator and have it in hand to copy the keycard from the keycard holder. If you don't have it at the moment it will be available in the shop.
