How to you get 3 star wanted level?

I am trying to experince the 3 star pollice level but its impossible. Is there a guaranteed way to do that? I have tried to smash windows, run around, hide, use cheats but i can't reach them. I think the police brings a helicopter in 3 stars, doesn't it? How do you summon 3 stars then??????/

I have managed to get 3 stars only once because it is quite rare, I think when you run around longer with 2 stars it will increase to 3. Yes you are correct it will spawn a helicopter and you will pretty much get caught straight away.

I jumped on a fence in 202 while i was detected. The police couldn't catch me becase i was too high up, so the cars were just standing outside the house looking at me. This situation lasted over 15 minutes (real life) but the stars didn't raise. Am i doing something wrong?
