Cant figure out how to get the explosives

I can't seem to figure out the puzzle that is 302. It has two gates and it seems that no matter what time of day it is I can not get both gates open without the guards noticing the open gates and calling the cops. I have all of the tools and i have all of the skills. What am i missing?

Here's a tip: Forget about the first gate. You should have the van by now. Use that, and there is a location by the lower fence where you can park the van and hop over. Look for a hill that goes up to the metal part of the fence by the back corner, closer to the construction site. As for getting loot out, you can use the makeshift ramp in the garage area that goes over the wall.
