between two "movement" of most npc you have just enough time to unlock a door or steal a heavy furniture, or even open a complete drawer.
by the time the npc change his location goal I always end having enough time to clear a room or two with near full inventory and heavy furniture tossed outside waiting to be stored in the car.
For the few houses where tenants are all out since you never sneak you can get full inventory in less than one hour & trow outside enough furniture to fill the van or empty the house. You don't need more than two ig game hours tbh. There is maybe one case or two where they are out for less than one hour but just use thi time to steal from room like kitchen and hall since it's hard to not get caught.
In case you didn't noticed you can make noise, draw all the tenants attention to one part of the house and steal the other side while not sneaking and making noise. They are too slow to come back quickly. Sneaking all the time isn't the solution or the best way to play.
