One hint: You don't have to buy the hacking laptop, save you money for the cloaking device.

But don't get me wrong... I still think the Game is fun to play and don't regret the purchase at all... I am just not a fan of the current NG+ as it is...
yeah, but too bad that they don't have better stuff and even some of the Key items aren't even there anymore, like that huge TV in 108(?). Where you had a Rent-a-thug mission to steal or destroy...
It also annoys me that most of the big or expensive stuff doesn't respawn, either. I understood it in the main game why someone's TV, printer, jewelry, etc, wouldn't come back, but it makes it a lot more difficult to want to try and grind up 150K for that cloaking device when by the time I have that kind of money, I'll have either had to steal and disassemble cars a million and six times over or all of the really cool stuff I want to steal with the cloaker has already been stolen to pay for the thing and hasn't popped back up.

Unless I've misunderstood what you mean, you can purchase everything you need via the PC just like in the main game. You don't start with any equipment but you also don't need to unlock it. Reading your whole post, you thought NG+ meant starting the game again while keeping your equipment rather than playing a more challenging game while starting from scratch? I do agree with you here. Maybe NG+ is a bit misleading?

It's not really that difficult to obtain money in NG+. I found it easier than the main game. Yes, tenants are home more often and the locks have been changed up a little, but common sense tells you which houses are worth looting first. Target the second neighbourhood early on and grab the larger, bulkier items first. Two or three car loads of these expensive items and you're well on your way to purchasing all of the tools you'll need. I managed to complete NG+ in less than 10 hours.
Also, keep in mind that because you start at max level in NG+, you don't need to worry about an item's XP. As such, you CAN simply enter a property, grab everything you want and leave without consequence. If the police arrive, simply hide in one of the many hiding spots provided until the heat cools off. The only real danger on NG+ is residents/guards with tazers.

I found NG+ to be more fun because you're not handheld. You mentioned that NG+ isn't sandbox - it is. You can go where you want, steal what you want, play how you want.
Yeah, I meant it like having all the tools in NG+ and start that way, without having to buy them all again, becuase you have to spend alot of money on tools you actually need, like the window cutter or Hacking tool for example.
And if you liked the NG+ more, I guess you also like games like Dark Souls?! Well, I don't like these kind of challenges and rather have a simple and fast gameplay in a NG+. From my experience, a Sandbox mode is not the same as a challenge mode, and that is what the NG+ feels like - A challenge mode. For my understanding, I thought the "Sandbox" means same difficult, but you keep all your tools and level and don't have the story aspect.
But after the dev replied, I also mentioned, that it should probaly be renamed in challenge mode, because like you said, NG+ is a bit misleading...
I will just wait and see what the new update will offer.. There is always story mode to replay, so I don't HAVE to use the NG+ feature...
You should probaly start your own thread and ask for that, because no one will find that question here and I can't help you, sorry. I haven't played the new area yet...
