Report a translation problem
This is a bug or deliberate (can't be sure as no dev input) but if you have NG+ enabled, story missions will not continue when new story line content has been added. You will need to start a new game each time the story line is updated to have the full story line, I strongly recommend to avoid using NG+ if you wish to do the story line.
NG+ from what I can tell is almost solely for the use of the cloaking device (would like to be corrected if wrong). From when I started playing NG+ was added in after I started so I had to start again to enable it in to my saves I hope this is different for you.
The cloaking device is 150K you need to equip it like any other normal item, press the action button and you're invisible :D as long as you have it in your hand it is on so you can't carry anything else like big or small loot etc.
I wouldn't say it makes it harder, depends I guess what you want to do with it and how you use it certainly easier in almost all cases in terms of the mechanics involved. You can avoid camera detection, sight detection, even stand in the middle of a police car. You still get detected making noise but of course they still won't be able to see you.
My advice is make another save just for messing around in, it's a lot of fun and you can use it to explore perhaps some of the harder houses unhindered, which can help when hunting those hidden items! Keep you story save separate than to an NG+ save, hope this helps :)

That certainly seems to be the case. Except now you get to start NG+ on a completely different save. Too bad about needing 2 separate saves to new new story content. Fortunately, my original save has a couple hundred grand and all the tools and skills.

Can I get by skipping the Hacking PDA and Hacking Laptop and just save up for the Hacking Laptop Pro (trying to remember what the upgrades do)
Hacking tools just unlock devices, correct, and nothing else does, so there is no reason to not get it once I have enough devices to get my money back
In NG there's no point in buying the key cloner, is there? It costs more that you get back for the Kubra and there is only on car you need it for, correct?
If you're using a new save you could also use the money cheat you type in to the in-game console, I believe it was F1, I'm sure you're resourceful enough to find the cheats so I don't have to spoil anyone's innocents by putting them here :P
