You should have a lang.xml file in your ...\SteamLibrary\SteamApps\common\Pro Cycling Manager 2018 Tool\DatabaseEditor directory (usually on C:\ or D:\ drive).
You can fix this issue by copying this file in the C:\Users\chris\AppData\Roaming\Pro Cycling Manager 2018\Config folder.
Anyhow, if you click "Continue" (Fortsaet) it should proceed to the DBEditor ignoring the issue.

Have fun!
I did copy the lang file, but when i opened the CDB file in the Database editor the pop up was still there and there was only 1 name in it.
Do you have a solution?
Where can i find this one?
AppData is a hidden forder, you have to go into your folder options (something like Organize > Folders and research options) then Display and "Display hidden files & folders"
