I understand what you're saying but personally I believe that's when it starts getting risky outlining plans and making specific release dates essentially needing to commit to them. Hence why many developers don't do it, and only announce dates and plans as things get closer.
You never know what's going to happen in game development and if you set out a plan of saying these features will be implemented in Q1 as mentioned you'll be committed and players will be expecting to come in Q1 but something might come or a bug stopping it being released so you'll be forced to delay it.
So personally best not to commit to any dates or plans until they're 100% certain it will be available on those dates.
