I was looking at the maxium budget each customer has on wiki, but I've found out that there is a current budget each one holds, woops.
Prime is a cheapskate who doesn't like paying more than 105% of an item's value, but technically her budget starts at 12,000 and caps at 600,000, so in the long run, you can sell more expensive items to her than to Louie.
Every hero has their own personal hard limited budget.
What this means is that, even if you offer it at a more than resonable percentage (such as 102% or even 100% of market price) they still won't be able to afford it if the base price of the items is more than their budget limits.
As the characters level up, their personal budgets increase with them. So someday soon, provided that you keep using him as a character, Cailou will be able to afford more expensive stuff. But you can't sell extremely high value items to characters you have little interaction with, as it will simply be out of their price range.
