Report a translation problem
I had Charme downgrade her dagger cause she felt she didn't have enough defense. So I tricked her when she finaly bought a better braclet from me and up her defense alot and then when she came in for he order of metal I sold her my best dagger which she then equip cause her defense was good.
that would make sense in case of Louie, but my Charme has Leather Boots (5 Def) and does not equip Magical Hat (18 Def, 5 Mag, 20 MDef) which is overall better item
When you press "C" (or whatever you have your third button set too) does Charme's face appear in the blue box that says "Character who can equip/current equipment"?
If she doesn't appear in there then that is your main problem if she does however.... well not sure what to do if she does appear since I don't know how to force them to wear stuff when you sell it to them but you should at least check to see if the character has the ability to wear it.

you can give your adventurers anything they can equip while in dungeon
adventurers will usually equip better items while buying from you, but there are some exceptions:
1) it seems that louie will never equip something over his scarf (so he must have a scarf), he will equip charms, but only over hats/helms (and those are usually better)
2) charme will never get rid of her shoes and it seems she will never equip any hats
3) it looks like Griff likes his cape and shoes and for the last slot he will equip hats or charms
there may be others, but these are the only ones I've found (will update if I find others)

That's probably the reason he buys new scarves all the time at my shop, too.
Same for Griff. Can you imagine this guy without a cape ? (hell, it's nearly mandatory for "fantasy dark and brooding, somewhat vampiry" types. They probably have it at birth)
From what I've observed, the game calculates whether or not an item is better than another through a certain set of criteria regarding:
1) The number of stat increases vs stat decreases
2) The extent of stat increases vs stat decreases
3) Adventurer stats
Generally speaking, if the game detects equipping an item will cause more stat decreases than increases, it will not equip it. Which is why Louie will often swap from Demonbane to Crystal, since Demonbane has a 12 atk increase over the Crystal, but has a 4 def, 7 mag and 8 mdef decrease in comparison. This is also why scarves and capes are naturally hard to replace, since they are all stat boosters whereas other items usually specialise in 1 or 2 stats.
If there are indeed fewer increases over decreases, the increase has to be significant for it to override this, from my observations. Generally, the total accumulated increase must be greater than the total accumulated decrease in stats for a replacement to occur. So using the Demonbane analogy again, there is a 12 increase vs a 19 decrease. In order to replace the crystal, the Demonbane would need to have a +8 modifier to gain a 20 increase vs a 19 decrease.
Finally, the game also takes into account individual adventurer stats. It seems to aim to round out character stats, rather than specialise in any one stat. Due to Charme's naturally low defence and the fact that daggers reduce defence, the game seems to prioritise improving defence for her. Thus, she seems to prefer not throwing away her boots.
In any case, if an adventurer is stubborn in replacing their equipment and you REALLY want to change the class of equipment no matter what, try to get a really high tier grade of the equipment you want to change the class to, thereby forcing a replacement. Also, don't sell scarves or capes to your other adventurers unless you want them to glue themselves to it. In Louie's and Griff's cases, you might as well not bother trying to change their scarves or capes since they have a natural disposition to purchasing them from you, which will usually cause them to replace whatever equipment class you finally convinced them to change to.
