Is Caillou underpowered or do I just suck with him?
I'm amazed at how the wizard Caillou is both insanely powerful damage-wise and incredibly hard to play HP-wise. Playing him is all fun and games until you get hit twice by any monster. What's the point of playing him when you can be playing Louie or Charme who don't get systematically beaten up as soon as you make a little mistake? I can't even clear the first third of the first dungeon with him...

It's possible that glass cannon-style play just doesn't suit you. If so, that's fine. Stick to the characters you prefer; that's why they're there.

Maybe it's just me. It's just that I usually love low HP / high damage wizard characters, but this one's damage to HP ratio just seems way too steep for me. He one-shots everything yet gets killed way too easily. I thought it was more a balance issue.

He is in no way underpowered. He's difficult early on because his HP are so low to begin with and nobody starts out with a healthy enough amount of SP. But give him enough Ferromin and armor to survive another attack or so, tough out the first few levels until he gets a good blue bar, and suddenly he's a freakin' beast. Sparkburst will utterly demolish pretty much everything in the game except a couple endgame bosses, and Pyrobomb kills bees much easier than pretty much anything anyone else has. Staff skeletons to death for free SP. If you're about to take a hit, Sparkburst to get an invincibility window -- it can null a falling rock if you time it right. Sparkburst can also be held down as long as you need to, and you can turn while firing, which means you will never again be hit by tentacles, or really any melee monster. Ever. Seriously, that move is all kinds of overpowered.

Caillou is by far the easiest character to clear endgame content with simply because he can do it safely and overwhelmingly.

Buy some Ferromin for him and that should let him tank a little. Since Ferromin bonuses are the same for each character, Caillou benefits from them far more than the others due to his lower initial HP. Personally I find him fairly easy to play since he can spam his spells constantly, and he doesn't have issues attacking airborne enemies unlike Louie. He also has an easier time beating a few bosses than other characters, but has a harder time against a few others.

Tielle is overall easier to play than him, but Caillou does far more damage. I'd pick Tielle over Caillou if you don't want to buy a lot of Ferromin.

Off the top of my head I can think of two bosses and zero regular enemies that Caillou can't kill with silly ease. And both of those bosses are postgame.

OK, I'll try the Ferromin trick, thanks!

Try getting him a stronger weapon

Depending on the boss, you can just hold the spray spell and kill it in one go!

Boss battles aren't a problem. I just can't even reach them, the first few levels kill me.
