Can you customize cars?

Short answer yes! Though not as detailed as Ive seen in Forza in the past... Plenty of liveries to choose from and unlock as you go through the game which can them be further customised by choosing main, secondary colors etc...
Oh, so you need to progress in the game to unlock customization?

No, just as u progress u unlock further liveries...u start out with a good number, which can be customised from the get go.

I think I agree with Nancy as I've as I've completed everything in my career and most of the objectives and I still can't customise a car with my ow selected colours. I can customise a car but them can't save it, it always returning to the previous livery or crashes.
I've tried and tried and now have given up.

Yes, to an extent. Some liveries you unlock from events, some you unlock just from leveling up.

I think every level and every event gives 1-2 liveries each.
I am having trouble figuring out how to start with a clean car, simply change color, then add graphics of my choice.

I see how to add graphics to my car. Most are locked. I don't see where I can just add color with no graphics.

Unfortunately, you can't. Sorry :(

The only choice you have is which livery to use. The base colour of the car comes "packaged" with the graphics. The only way you can have a non-graphics car is to paint all layers of the livery (base, primary, secondary and tertiary) the same colour + removing the sponsors.
