Which socket you got AM3 or AM3+
You have bad luck only 3.1 support AM3+
If Grid worked like Dirt Rally 2.0 [2019 like Grid], we wouldn't know we had old PC. Dirt full HD, high settings and 70 fps, best optimized Codemasters game.
✅ If somebody who is reading this have dx12 problem try 🔽
1️⃣ First of all, you need to use Windows 10 64 bit and GPU with dx12 support!
2️⃣ Make sure that your CPU support: AVX, MMX, SSE, SSE2, SSE3, SSE4.1, SSE4.2, SSSE3.
☑️ For new CPU with AVX like i9, i7, i5, i3, so many of you have that problem here:
✔️ remove all overlock,
✔️ make sure to use an AVX Offset [bios],
✔️ If you using an AVX Offset, use higher one. For example if you got 2 change to 3.
3️⃣ If your game is still crashing check:
✔️ to ensure Windows is up to date,
✔️ make sure your drivers are up to date,
✔️ update GRID 2019 and 'verify game files,
✔️ delete the hardware config files,
✔️ make sure your anti-virus/malware protection isn't blocking the game,
✔️ make sure you aren't running 'MSI Afterburner,
✔️ start in safemode: Steam > GRID > Properties > SET LAUNCH OPTIONS > -safemode,
✔️ disable the Steam overlay.

Crashed every time. I get a few splash screens but the one I see before the crash is the one about flashing lights and epilepsy; then loads of disk IO and the error box.
Then I launched in -safemode and it worked for a while. But then I got a "Neon error". GPU out of memory and massive crash. My GU has 2Gb RAM and 1GB is min spec so should work. So maybe this is a memory error. in code.
Your PC is more than capable to handle the game, however your CPU is missing instructions like SSE 4.1, SSE 4.2 and the game requires them and that is why the crash happens sadly and it's been over a year so i doubt they would release a hotfix for the CPU and their eninge not to require them, as i'm sure they are probably working on other future games atm.. :(
