Try something simple like Silverstone or Sydney, tweak until you have a decent and steady frame rate. Next go San Francisco, if that’s steady, go Shanghai.

Don't really have any performance issue, even most reviews and performance review said this game is really well optimized and this game actually benefits from Multi Cores.
I'm not sure what's the performance of a 970. But that card is rather dated...that could be the issue.
I'm just making assumptions though. Also this game is rather demanding for some weird reason.
If you set to Ultra you will lose a lot of FPS compared to High, but doesn't make much difference when using Ultra , so it's best just go with High.
And honestly that 4790K is really dated as well when it comes to modern games, games are starting to use and favor more Cores....that old Intel mindset
" Games only need 4 Cores or less " is starting to die....this is the new future of gaming. Multi Cores. More and more games are starting to show it, Gears 5 is another example.
EDIT : I forgot, this game uses DX12 right ?? Well good luck running it with a 970.

This game is really well optimised, it's also weirdly demanding? Then it's not optimised is it?

It's time to upgrade... Even if you are on low this game is beyond your hardware for the frame rate you want.
Don't give me that it's not optimized bs because it is. I run it maxed at 4k60+(vsync), 120+ but with dips without.
Your CPU is old, your GPU is old and you gave 8 gigs of RAM... They are designing games with the pro consoles as the basis and even that is shifting as we speak to the ps5 and Xbox Scarlett as the basis and that includes grid. Your 970 doesn't even compare to what's in the current pro consoles and you're hampered further by it's 3.5 and .5 chunks of vram
Yes..it is. We are about to enter a generation of consoles powered by AT LEAST 8 core 2nd gen ryzen running around 3.3-3.6ghz. Those are base models.
Man, I'm not trying to get 60 FPS on 4K or 120 FPS on 1080p... Point is to get 60 FPS on 1080p res. For the framerate I want and the resolution I want, my CPU turned out be enough in most games without much compromise in settings. To give you an opinion, in my country, in order to get a 2080, you have to spend around 5 minimum wages. If this wasn't the case, I would upgrade without waiting for the new consoles. I will upgrade when I can and will be puzzled with good reason when I don't get 60 FPS in lowest settings in a game with much lower minimum reqs. Thankfully the mistake was mine and I was able correct it. If I hadn't gotten good performance after the dusting and adding extra thermal paste I would have every right to say this game is not optimized because I played quite bit since yesterday and graphics are really not that good. Also a simple google search tells me GTX 970 has 4 teraflops and PS4 Pro has 4.2, albeit with twice VRAM and an obviously better optimization for games but still, I don't see how it "doesn't even compare." since PS4 doesn't even run native 4K and definitely not with 60 FPS. If the game is well optimized, it can compare well enough for this generation. I will (if I can) upgrade when the new consoles are out and 4 GB really starts to feel insufficient. You can go ahead and gift me a new GPU or CPU anytime you want though. I can't buy one myself without selling a kidney here, literally.
