Report a translation problem
I've tried some compatibility modes, low detail textures and such, nothing works.
I think it's fault of Direct3D, since other games from the same era will work on Windows 10 due to OpenGL for example.. H&D doesn't come with OGL, so we are unlucky with it.
Then I thought that copying game files into an older OS would have been an option, so I've tried to put Steam folder's files on a Windows ME installation I made on PCEm, but the game won't even start: "The game is not set up properly, Please reinstall". If I managed to make it launch from there, that could also allow to use Steam overlay (it works on PCEm) during the game. And I would see if FPS drops still happen as well.

U P D A T E ! ! !
Looks like the compatibility mode Windows 98/ME, along with the options 16-bit color and disable fullscreen optimizations checked, solved the stuttering problem. But to make changes effective I had to click on "Change settings for all users" and do the aforementioned tasks from there.
Sadly no, I don't remember fixing it. Steam version is just broken I guess?
I used MSI Afterburner + Rivatuner Statistics.
