What you're asking for is "cross play", and no, this game doesn't have it, so you can't play with console players.
But it is a good topic to talk about mind you. Considering it's something a lot of people want in the Pc community and Xbox and Nintendo enjoy cross play on select games. But it seems for the most part other than SFV and Ki fighting games are lagging behind with Sony putting up to much of a fight about something as small as crossplay
Althou if you ask me companies shuld add Cross play betwen PC Switch and Xbone just to preasure sony in to dong the same.
Some say this wuld make PS4 users feal inerior but they shuld blame sony not the game developer.
Also i think MS enforces cross play only if the game is on MS Store.

There is no good reason for it, and its not sony's fault in this instance, it's just arc sys, every arc sys game I've ever played has had some issues online. Sony's only real gripe with crossplay is with other consoles. Look at SFV PS4 and PC crossplay. Rocket league is on other consoles but PS4 can still crossplay with PC.
Unless I'm wrong, if you go for crossplay, Sony is fine with it, but you have to pay for your own servers / maintenance (see SFV, etc), and that's the reason most fighting games don't go for that (huge additional cost for games that don't make that much money, being a niche genre)
Actually no, recently it was confirmed that Sony doesn't want crossplay because right now they're the number one gaming platform, and they don't want players from other platforms to play with Sony's, that would "make Sony lose money".
Other plattforms, they're partnerd with Steam and PS4/PC Crossplay is usualy no problem for them.
They don't want PS4/One crossplatform, indeed, which makes complete sense.
They don't care much about PS4/PC, and they did crossplatform with PC for SFV/FFXIV etc
And it doesn't help that it seems the development for PC is fading on their part thanks to the hackers.
