Yep, you will be able to spectate in some modes.

I believe room lobbys are spectatable but the massive server lobbys with the chibis like in the beta I do not believe will have a spectate the matches you play will also be kept as replays for later I believe so you can share that with friends or atleast watch them again

Launch my game and watch away
... Sorry I couldn't resist. I'd be amazed if it didn't have spectating as every ASW game that has net-play outside of GG#RELOAD/AC+R and maybe Battle Fantasia has had spectating.
