and open the lighthouse,,thats there..
easy done, after ,, take out the wall portal / Greed...
you dont have the tech to attack portals there at start,
and there are a lot of gem payable things, 1 of the 2 best statues included, in Europe/Shogun the best mount on top, without a single gem around to get any of that....
you can first start to build lighthouses with first visit at second isle, because there you get the tech needed for portal attacks, especialy "fun" when the randomicer kicks you in the back and hides that techbuilding behind a portal....
However, in Two Crowns, devs have implemented several new mechanics around the fact that islands became persistent, and monarchs can revisit them, for example: the central dock, the wharf bell, the lighthouse, the cycling seasons, and the decay. All that to make the minimalistic lore of the campaign more believable, and the gameplay an overall smoother experience. But yeah, the fact that the boat breaks everytime when there's no lighthouse may still sound a bit odd.
