Tldr: Expand your borders further with walls.

(it needs a bigger area than the other shops and is always the last one to appear, so expand for it once your ready for it)
So this is how I get it reliably: I expand a side that won't cut off the nearest vagrant camp, I just expand with wooden walls and the farmer building should unlock. Then keep expanding with stone until you get the catapult and the pikemen. After that, expand with your tier 3 upgrade. You will assuredly get the forge after a wall or two. Note that the forge won't appear if farm land or the ship is already taking up the space, or if there's too little space. This method works for me every time.
